Azerbaijan imposes martial law from September 28

BAKU, September 27. /TASS/. Martial law will be imposed in Azerbaijan from September 28 under a decree signed by President Ilham Aliyev on Sunday, presidential aide Khikmet Gajiyev told journalists.

"Martial law will be imposed on the entire territory of Azerbaijan from 00:00 on September 28," he said.
Apart from that, a curfew will be imposed in a number of regions and cities, including Baku. In will be in place from 21:00 to 06:00 local time.
The decree was endorsed by the parliament on Sunday.

The situation in Nagorno-Karabakh escalated on September 27, when Azerbaijan said its positions had come under extensive fire from Armenia. Armenia, in turn, said the Azerbaijani army had staged ab offensive in the direction of Nagorno-Karabakh. It said a number of settlements in Nagorno-Karabakh, including its administrative center Stepanakert, had come under shelling by Azerbaijan. Both sides report casualties, including among civilians. Armenia’s authorities have imposed martial law and announced mobilization of reservists.

The conflict between Armenia and Azerbaijan over the highland region of Nagorno-Karabakh, a disputed territory that had been part of Azerbaijan before the Soviet Union break-up, but primarily populated by ethnic Armenians, broke out in February 1988 after the Nagorno-Karabakh Autonomous Region announced its withdrawal from the Azerbaijan Soviet Socialist Republic. In 1992-1994, tensions boiled over and exploded into large-scale military action for control over the enclave and seven adjacent territories after Azerbaijan lost control of them. Talks on the Nagorno-Karabakh settlement have been ongoing since 1992 under the OSCE Minsk Group, led by its three co-chairs - Russia, France and the United States.

Pres. Erdoğan: Armenia biggest threat to peace in region

By attacking Azerbaijan, Armenia has proven again that it is the biggest obstacle to peace and stability in the region, President Recep Tayyip Erdoğan said on Sunday.

"Turkey will continue to stand by its brothers in Azerbaijan as it has always done," the president said.

Tensions rose in the southern Caucasus on Sunday morning over clashes in which Yerevan said Azerbaijani forces bombed the region of Nagorno-Karabakh and Baku accused Armenian forces of shelling Azerbaijani military and civilian positions.

Erdoğan said the international community's failure to respond to the attacks shows its double standard.

"Holding onto its negligent attitude for almost 30 years, the (OSCE) Minsk group, unfortunately, is miles away from acting in a manner that is focused on finding a solution to the conflict," Erdoğan said.

The OSCE Minsk Group – co-chaired by France, Russia and the United States – was formed in 1992 to find a peaceful solution to the conflict, but it has thus far failed.

"We are inviting the Armenian people to reclaim their future against their administration that drags them to catastrophe and uses them as puppets," the president said and called on the "entire world" to stand behind Azerbaijan in its struggle against occupation and brutality.

Sudan’s surging inflation and plummeting currency have been the biggest challenges to Hamdok’s transitional administration

KHARTOUM: Sudan does not want to link its removal from a US terrorism list that is hindering access to foreign funding for the country’s economy with a normalization of relations with Israel, Prime Minister Abdalla Hamdok said on Saturday.

Sources said this week that US officials indicated in talks with a Sudanese delegation they wanted Khartoum to follow the UAE and Bahrain and open ties with Israel. Sudan’s designation as a state sponsor of terrorism dates back to its toppled ruler Omar Bashir, and makes it difficult for its new transitional government to access urgently needed debt relief and foreign financing. Hamdok said Sudan had told US Secretary of State Mike Pompeo during a visit last month it was necessary to separate the removal from the US list from the normalization of relations with Israel.

“This topic (ties to Israel) needs a deep discussion of the society,” he told a conference in Khartoum to discuss economic reforms. Sudan’s surging inflation and plummeting currency have been the biggest challenges to Hamdok’s transitional administration.

Why are US military bases in Turkey so crucial for Washington?

Turkey’s Incirlik air base alone has been a crucial military location for Washington’s overseas missions since the 1950s, holding at least 50 nuclear bombs. Turkish President Recep Tayyip Erdogan has recently signalled that Ankara may close down its Incirlik air base and Kurecik radar station, which host US forces and military equipment including nuclear warheads.

In the Incirlik air base, the US has a sizable Air Force personnel estimated to be about 5,000 military men.

For decades, the base has been directly used by Washington for its military deployments in Iraq and Afghanistan. It has served as a crucial location for US overseas missions in the Middle East and Central Asia, acting as a transit stop for the American troops that are deployed back and forth between different destinations.
The air base’s long history has shown its importance to the US from the years of the Cold War to the Middle East’s current turbulent period.

Ankara began considering closing the military bases in retaliation for Washington’s possible sanctions and the Congress’s passing of a resolution favouring the Armenian allegations on the 1915 events, accusing Turkey of an alleged “genocide”, a charge Ankara denies.
"When necessary, we will discuss with all our delegations, and if necessary, we may close Incirlik [which is located in Turkey’s southern province of Adana] and Kurecik [which is located in the southeastern province of Malatya]," Erdogan said during a TV interview.

The US also allied with the YPG, the Syrian wing of the PKK, which is recognised as a terrorist organisation by Turkey, the US and NATO.
Turkey is the second biggest army in NATO. Since the 1950s, its bases have helped the alliance in protecting its southern wing against perceived threats emerging from the former Soviet Union and its successor state Russia.

But Washington’s recent moves endanger the relations between the two NATO allies a great deal as the US domestic political turbulence puts both countries’ regional interests at stake.

Why is Incirlik air base a crucial station for the alliance?

Since 1956, the US has operated strategic reconnaissance missions from Incirlik air base to the areas close to the Black Sea, the Caspian Sea and Central Asia, mainly to follow the moves of the former Soviet Union and later Russia and its allies.

In 2004, the base was reportedly one of the centres of Washington’s largest military movement concerning Iraq in the US history, providing its troops what they need during their stops there after their comeback from deployments.

In the aftermath of the September 11 attacks, the base had also been a principal focal point for Washington’s Operation Enduring Freedom in Afghanistan.

Since 2014, the base was used to conduct for operations against Daesh in Syria and Iraq.

Beyond regular military missions, the Incirlik base hosts at least 50 B61 nuclear bombs in its hangars, demonstrating its strategic significance for Washington and NATO.

The base has been one of the unique locations, holding US nuclear weapons alongside with Belgium, Germany, Italy and the Netherlands, since the Cold War.

Why is Turkey considering shutting down the bases?

The US alliance with the YPG in Syria in the fight against Daesh has increased suspicions about Washington’s intentions in the country, leading Ankara’s policymakers to reassess its use by the American military.

The US has sent tons of modern military equipment to the YPG, arming the group to the teeth, escalating tensions with Ankara. As Turkey conducted its anti-terror operation against the YPG/PKK, many US lawmakers expressed their opposition to Ankara’s military actions, disregarding its grave concerns in northern Syria.

Last week the Senate Foreign Relations Committee passed a package of sanctions against Ankara on the grounds that Turkey waged a Syria operation and bought Russian S-400s despite Erdogan developing a common understanding with Trump on both issues in a November meeting at the White House.

After that, an angered Turkish Foreign Minister Cavusoglu warned his American counterparts that sanctions over Turkey would only produce “negative” results, triggering retaliation, which could include closing down US bases in the country.

Turkey had previously limited the US use of the Incirlik base in retaliation after Washington placed an arms embargo and froze aid to Ankara to punish Turkey for its military intervention in Cyprus to protect Cypriot Turks after a Greek-inspired coup in the island in 1974.

Despite the extensive US sanctions, Turkey did not bow to pressure and continues to maintain a military presence in the Turkish Republic of Northern Cyprus to protect Turkish Cypriots since 1974.

After the US lifted the embargo and restored aid to Turkey in 1978, Ankara responded to the goodwill by fully facilitating the use of the Incirlik air base for the Americans.

The union of the peoples of Russia and Byelorussia is living through a historic moment. Our centuries-old brotherhood of struggle, victories and joint living is coming under sophisticated attacks from without and from within. The same forces that are wrecking the unity of the peoples of Russia and Ukraine are now carrying out their evil designs in the relations between Russia and Belarus.

We are convinced that a lasting union between our countries is the basis of economic, political and military security, the key element of the security of the members of the Commonwealth of Independent States and the Eurasian Economic Union. This places a special responsibility upon us.

The cynical attack against Byelorussia has been planned for some time. Today it is linked with the September 9, 2020 presidential elections. Its strategic goal is to destroy Byelorussia’s statehood and our union and thus to weaken all the CIS countries and sever their integration ties.

In May of this year I published a manifesto article “The Power’s Russian Core.” It is dedicated to the thousand-year-old brotherhood of the peoples which have become the nucleus of the Russian World, to their outstanding achievements crowned with the great Soviet Era. It also speaks to the tough challenges we ae facing today.

This work is addressed both to the leadership of Russia and to the heads of states united by a common historical destiny and a long-time alliance. The major world catastrophe that was the destruction of the USSR inflicted heavy damage on the Slavic peoples violating their territorial integrity and threatening their political, socio-economic and cultural community.

The stark question we are facing is that of survival, the preservation of civil peace and salvation of our statehood. It is being threatened ever more openly by external enemies led by the political, financial and military elites of the United States. This takes the form of economic sanctions, information warfare, hard political pressure all along the perimeter of our borders. The fate of Russia and all the peoples living on the former Soviet territory depends on the solution of this problem.

The statements and initiatives of the Russian and Byelorussian leaders have repeatedly shown that they are aware of the seriousness of modern challenges. All the patriotic-minded people understand that we can only make an adequate response to them if we rely on the close allied relations and defend our common interests. This aspiration formed the basis of the Russia-Byelorussia Union State. Its creation was the key step towards overcoming the consequences of the ruinous Belovezhskaya collusion of 1991.

Standing in the way of our fraternal aspirations are the selfish interests of transnational capital epitomized by the USA and its NATO allies.Seeking to prevent global capitalism from sinking in a full-scale crisis they are using sundry mechanisms of hybrid wars, broadening their expansion and fomenting managed chaos. The tentacles of this octopus have already got a stranglehold on Ukraine. The Bandera clique was brought to power in Kiev in order to impose economic bondage on the fraternal country, strengthen the anti-Russian alliance in Eastern Europe and form the “Baltic-Black Sea cordon sanitaire.”

Byelorussia is the new target of the globalists. The opponents of the legitimately elected power are to play the same role as the “orange leprosy” in Ukraine. It is not by chance that they have been led to raise the banner which the Nazi authorities already recognized as the official banner on Byelorussia’s territory occupied in 1942. Today we see attempts to steer the people that defied the Nazi invaders along the path of colonization and destruction of the economy and culture. As usual, this is being done under the pretext of making the country part of “the free world.”

Byelorussia has succeeded not only in preserving, but in building on the best of Soviet experience. Over the last quarter century it has been steadily increasing its economic potential. If the anti-national forces, taking their cue from the “mentors” in Washington, Warsaw and Vilnius manage to destroy these unique achievements, this would put an end to the young Byelorussian state. It would also deal a serious blow to Russia’s interests depriving it of a very important and reliable ally on the continent. It would threaten security and stability in the entire Eurasian space.

If we are to prevent these destructive plans from becoming reality it is incumbent upon us to move from declarations and protocols to concrete measures, to urgent decisive actions. They should be aimed at strengthening the Russia-Byelorussia Union as much as possible. There is a pressing need to step up the activities of its institutions in every field. I am convinced that this is the priority task of the Russian authorities. The ways to accomplish this task should be searched together with the Byelorussian leadership. The issue must be discussed at the earliest sessions of the Russian Security Council, the State Duma and the Federation Council. A clear-cut program should be worked out for a political, economic, social, scientific and cultural interaction of the fraternal states in the face of a historical threat.

The CPRF and the popular patriotic forces in Russia are convinced that the action program should include the following measures:

– Making joint sessions of the Russian and Byelorussian governments regular practice. Ensuring effective functioning of the Russia-Byelorussia union parliament. Putting its work on a permanent basis. Setting up a joint fund for the development of the Union State. All the government bodies of the two countries are called upon to work out and implement common strategic and tactical decisions in a timely manner. We are convinced that the parliamentary bodies of our countries can be more active.

- Broadening mutually beneficial economic cooperation. This should be the basis of lasting relations. A calm and objective analysis of the whole range of our trade and economic links is needed. The time is long overdue to resolve the problems in this sphere.

- Maximum strengthening of interaction between the regions of Russia and Byelorussia and twin cities with the creation of a wide network of joint enterprises. This applies above all to such spheres as machine-building, electronics, agriculture, the textile industry, the spheres in which we had been highly successful back in the Soviet years. The accumulated experience should be revived and developed. A convincing example is the Russian-Byelorussian Belkommash-Sibir enterprise for the production of trams created by Novosibirsk communist mayor Anatoly Lokot’.

- Significant increase of places at Russian higher education establishments for students from fraternal Byelorussia. We cannot tolerate the initiative in this sphere slipping out of our hands while Poland is actively enrolling young Byelorussians in its universities. Aggressive actions of the champions of “freedom” under the flag of Nazi occupiers are an eloquent indication of what the universities in Warsaw and Cracow teach. The core of the activists are those who have attended the “course of lectures” by the nationalists who cherish imperial dreams of reviving Rzeczpospolita whose nobles did not consider Byelorussians to be human beings and treated them as rightless slaves.

- Organizing regular internships for talented young scientists at the Russian Academy of Sciences at major science centers in Moscow, Novosibirsk’s Akademgorodok (Science City) and other regions of our country. On-the-job training for Russian specialists at leading Byelorussian enterprises whose successful production and social experience merits being used in Russia. Suffice it to mention the Minsk Tractor Plant which assembles one in every three tractors in Europe and one in every two tractors in Russia.

- Creating Russian-Byelorussian student construction teams to foster links between the young generations of the two fraternal peoples. An excellent example of this kind has been set by the Young Communist League members of Russia, Byelorussia and Ukraine who have experience working on joint construction projects.

- Significant expansion of people diplomacy activities. We need to draw into the integration processes a wide spectrum of social forces in our countries according to the principle: “The stronger the foundation, the stronger the building.” The Russian government should enhance the role of Rossotrudnivhestvo and actively contribute to the implementation of its programs.

-Concerted work of Russia and Byelorussia to combat Covid-19. Coordination of preventive measures should be combined with the provision of Russian-made anti-virus vaccines for all the citizens of the Union State.

- Deepening of defense cooperation. The Army of the Republic of Belarusprovides a reliable shield of its own borders and those of Russia. And this is the most dangerous area. Russia could make more active use of the potential of the high-tech Byelorussian defense industry. While welcoming the course for import-replacement we should be mindful of the fact that the Russian and Byelorussian defense industry complexes have long been deeply integrated.

- Wide use of our cultural potential, common language, traditions, historical achievements. Support of media outlets which contribute to the strengthening of links between our peoples and interstate interaction. We believe that Russia should articulate its position with regard to those media outlets which have the backing of the state and state corporations and side with anti-Russian forces. We believe that Byelroussia too needs to take a closer look at the provocative activities of some media outlets which take a Russohpobic stand.

I urge you, dear Vladimir Vladimirovich (Putin) and Alexander Grigoryevich (Lukashenko) to take adequate measures to remove any obstacles in the way of our relations. To ensure that the huge potential of our cooperation is fully used. There is no doubt that this would have solid support of our peoples, the patriots of Russia and Byelorussia.

Let me stress again: the friendship between Russia and Byelorussia, the strengthening of the young Byelurussian statehood and the Union State as a whole is the guarantee of our common survival and successful development.

We must be aware of the fact that the world is entering a period of political and socio-economic upheavals. They have been triggered by the irreversible crisis of the American project of neo-liberal global expansion. With the United States on the threshold of a veritable civil war, the turbulence is becoming still more dangerous. The presidential elections in the USA may trigger a new spiral. The prospect of collapse of political, financial and economic foundations of global capitalism is emerging on the world agenda. To keep steady at the historical turning point, not to be buried under the rubble of a decrepit system to ensure our independence and development – our peoples can do this only in close alliance with each other. I would like to remind those who push Byelorussia toward chaos and rehearse the scenario of a Russian Maidan in its cities, humiliate our Motherland, slander our common past, mock our heroic deeds and insult the Russian World: you are playing with fire! The Russians and Byelorussians cherish the ideas of justice. They loathe the principles of greed and gain. As long as the great spirit of Victory is alive in us, we are able rise from any inferno and darkness, overcome any crisis and score new historic victories.

We – Byelorussians, Ukrainians and Russians – have common roots and have achieved great successes together. If we keep our reason and soul no enemies will be able to bury our age-old brotherhood, our unbreakable unity and our worthy future!

September in Weißrussland eingetroffen sind, zusammen mit ihren belarussischen Kollegen die Landung einer fortgeschrittenen Angriffsabteilung von Hubschraubern, die Beschlagnahme des Landeplatzes und das Fallschirmspringen der Hauptstreitkräfte des Flugzeugs Il-76MD erarbeiten sowie die Zerstörung von illegalen bewaffneten Gruppen.

Die erste Phase der Slawischen Bruderschaft begann am 14. September unter Beteiligung der belarussischen Spezialeinheiten und 300 Soldaten der Elite-Division Pskow der russischen Luftstreitkräfte. Die Manöver fanden auf dem Brestsky-Trainingsgelände nahe der Grenze zwischen Weißrussland und Polen statt. Moskau und Minsk gaben zuvor an, dass die zweite Phase der Manöver für Oktober geplant sei. Das Militär der beiden Länder erarbeitete Kampfausbildungsmissionen zur Terrorismusbekämpfung – sie blockierten und zerstörten Milizen in den westlichen Regionen des Landes.

Die zweite Phase der belarussisch-russischen Übungen Slawischen Bruderschaft-2020 beginnt am Dienstag auf vier Trainingsplätzen in Belarus. Ungefähr sechstausend Soldaten, über 500 Einheiten militärischer Ausrüstung, werden an den Übungen teilnehmen. Die Übung wird der Durchführung gemeinsamer Aktionen im Interesse der Gewährleistung der militärischen Sicherheit von Belarus gewidmet sein. Generalmajor Sergei Potapenko, stellvertretender Verteidigungsminister von Belarus, wird für die Manöver verantwortlich sein.

Die Übungen finden vor dem Hintergrund der Verschärfung der politischen Situation in Belarus statt. Das Land protestiert weiterhin gegen die Ergebnisse der Präsidentschaftswahlen, die am 9. TRT Deutsch, the German-language news platform of Turkey's main public broadcaster TRT, went online Monday.

In a statement, TRT General Manager İbrahim Eren said TRT Deutsch has begun test broadcasting as of today, with the launch of TRT Russia soon to follow, Eren added.

TRT Deutsch stated in its inaugural message that the news site's priorities would include offering a platform for different perspectives and cover topics otherwise overlooked by the mainstream media.

"We are clearly positioning ourselves against right-wing radicalism and Islamophobia, as well as against all forms of discrimination. We are committed to a plural, liberal-democratic society," it added.

TRT Deutsch will be based in Berlin but will provide broadcasts accessible from its website and shared via social media channels such as YouTube, Facebook, Twitter and Instagram.

Eren cited the increasing activity of TRT's channels and digital media in the international arena, the steps it has successfully undertaken in line with the European Broadcasting Union (EBU) Asia-Pacific Broadcasting Union (ABU) and the prestigious awards it has received internationally as important signs of TRT's coming to prominence as an effective news broadcaster.

TRT World is an Istanbul-based English-language international news channel that provides news and information on current events through its 24-hour broadcast. TRT Arabic, meanwhile, is the Arabic-language broadcast targeting audiences in Turkey and the Middle East with various programming from news to soap operas.

TRT would be forming an international broadcasting deputy general directorate as a requirement given the importance it attaches to global broadcasting, Eren said, adding that Serdar Karagöz, currently the editor-in-chief of the public broadcaster's international channels TRT World and TRT Arabic, had been appointed to the post.

One of the leading journalists monitoring Turkey's global diplomacy, 39-year-old Karagöz founded Daily Sabah in February 2014, serving as the paper's editor-in-chief until October 2018, before joining TRT.

A graduate of political science at Istanbul Bilgi University and completing his first master's degree in human rights law in the same university, Karagöz started his journalism career in Turkuvaz Media Group in 2008 as a management trainee. In 2009, Karagöz began studying for his second Master of Arts degree in media studies at New School University in New York.

Karagöz briefly worked at The New York Times' syndicate department upon graduation and returned to Turkuvaz Media Group, assuming the role of U.S. correspondent for news broadcaster A Haber in 2012. He returned to Turkey in 2013 to work as director of foreign news at Sabah newspaper and began laying the foundations for Daily Sabah.
